Ukraine Gains Heighten Fears That Putin Will Use Winter As A Weapon
The figure makes military staff break out in a cold sweat. About a third of the approximately 350 howitzers that the West has delivered to Ukraine since the beginning of Russia’s invasion are “out of action” at any given time.
The New York Times revealed on November 25, citing US defense officials and sources familiar with Ukrainian aid. The number can be partially explained by the destruction of a number of equipment during bombings carried out by the Russian army, but mainly it is due to accelerated transition, with Ukraine’s artillery under the pressure of the conflict.
In nine months of fighting, Kiev’s allies spared no expense in their artillery support, an important tool in the war of attrition waged by the two parties. The United States delivered 142 M777 155 mm howitzers and 36 105 mm howitzers. France sent 18 155-mm CAESAR self-propelled howitzers, as well as an unspecified number of TRF1 towed howitzers, which were retired from service and bought second-hand by Ukraine. Germany, meanwhile, provided 14 PzH 2000s, a self-propelled howitzer similar to the Caesar, and promised to send 16 Zuzana 2s, a howitzer of Slovak origin. But more than the Russian strikes, it is the number of shots to which the guns were subjected that worries the military. According to the Pentagon, the Ukrainians are now sending 5,000 to 7,000 rounds a day to the Russian forces. The frequency rose to 20,000 daily shots at the height of the fighting this summer. This is not an unusual rate for a conflict between two large state armies, but it puts the artillery at risk. “When you use a howitzer intensively, the parts wear out faster: the barrel, but also the breech, the muzzle brake, the cradle…” explained Mark Chasilon, an engineer and specialist in military land equipment. Although the information is classified and varies according to the type of equipment, the life of a standard howitzer barrel is estimated at 2,000 rounds: not enough to last several months at the current rate of war.

But on May 9, 2022, Russia could officially declare war on Ukraine, Western officials have warned – more than two months after Russia first invaded.
The Ukrainians also expressed fear that Russia could use May 9, a day that was celebrated in the demonstration of the Soviet victory over the Nazis during the Second World War, to facilitate the attacks on Ukraine.
Russia’s actual declaration of war would represent a major shift in how Russian President Vladimir Putin and his colleagues publicly address the conflict. We asked international relations scholar Michael Allen five questions about what an actual declaration of war would mean, and why it matters.

How To Address An Envelope
While Victory Day celebrations date back to the 1960s in Russia, Putin has made the event an elaborate display of military troops and vehicles on parade, as well as military aircraft flybys that are broadcast live to millions of Russians.
One key reason why Putin may declare war on Victory Day is that Putin mis-sold the war to the Russian military and people as a war against Nazis. Putin has wrongly claimed that the Nazis are running Ukraine, and Russia is intervening to “denozify” the country by removing them from power.
The annual celebration is now another way to convince the Russian people that the high costs of war – both financial and the number of lives lost – are justified.
Second, United States officials believe that Putin wanted to celebrate Victory Day in 2022 by announcing the victory in Ukraine.

However, the Russian military has underperformed and did not meet the expectation of quickly capturing the Ukrainian capital of Kyiv. Instead, Ukrainian intelligence expects Russia to show off the besieged eastern Ukrainian city of Mariupol as part of the Victory Day celebrations.
Instead of being confronted with Russian military setbacks, Putin can use Victory Day as a call to arms and potentially to rally Russian people to support a larger, and more prolonged war.
Conflict scholars have different definitions of war, but most definitions would classify the current Ukrainian conflict as a war.
One of the more commonly used definitions of war comes from the Correlates of War project, an initiative led by the US. it. Scholars who try to identify and measure different kinds of conflict.
