The question of “how old is too old” for politicians seeking public office is not often raised as a political question, says Jeremy Paul, a law professor and former dean of Northeastern’s School of Law. But the question of whether there should be term limits, as opposed to age limits, might better address some of the public’s concerns about politicians — especially legislators — staying in positions of power too long or overstaying their welcome.
“There’s been a strong movement in the country for term limits for a long time,” says Paul.
Criticism of term limits is well known, Paul says. Term limits can prevent officials from gaining institutional experience and influence, making it difficult to build relationships that facilitate legislative pressure. This includes dealings with other members and lobbyists. “In general, I think term limits are a bad idea,” says Paul.

But advocates of term limits argue that the current federal system encourages careerism in politics and that limits would restore competition and ensure rotation—helping to drain the so-called “swamp.” Although there are no term limits for federal legislators, more than a dozen states have imposed them for local politicians in recent decades.
Arguments that could be made for age limits, on the other hand, carry the risk of promoting age discrimination. While people have questioned the mental acuity of politicians like Biden and Trump, life expectancy is increasing, meaning “there are more politically relevant generations than ever before” — and more people able to carry out their duties as they age, Paul says. .
“Whatever we think about the wisdom or the merits of imposing a maximum age on politicians, it would be extremely, extremely difficult to implement at the federal level,” Paul says.
The main difficulty would be passing such a constitutional amendment. According to the US Constitution, amendments can be proposed in one of two ways. The first is by a two-thirds majority vote of both the US House of Representatives and the US Senate. The matter could also be considered at a national convention called by a two-thirds majority of the state legislatures. In any case, the amendment would then have to be ratified by three-quarters of the states.

Whatever legitimate concerns there might be about aging politicians could be addressed by “normal democratic voting and persuasion,” says Nick Beauchamp, an assistant professor of political science at Northeastern.
“One of the arguments against term limits is that there’s a difference between people thinking [politicians] shouldn’t be around too long” and passing laws that affect those beliefs, Beauchamp says.
Beauchamp says the results of the YouGov poll indicate dissatisfaction among liberals and conservatives alike with the choice of their establishment parties.
“I think we have to ask ourselves, ‘Why does this poll exist?'” adds Beauchamp. “Well, there is because there is a lot of anti-establishment populism on the left and the right; everyone is kind of angry with their establishment leaders.”

The link between age and political ideology has a rich history in the politics of Western nations, with generations typically exhibiting very specific political identities. But that relationship is becoming increasingly complicated, says Beauchamp.
It’s less a case of younger voters simply ousting older politicians, and more about the past results and message of those being considered for public office. How else to explain the support for former presidential candidate and current Vermont senator Bernie Sanders among mostly young people? When Sanders, 80, who identifies as a socialist, ran for president in 2016 and 2020, he was the oldest candidate in both races.
“There’s definitely a sense on the left that younger Democrats tend to be more liberal,” says Beauchamp. “My guess is that the right is a little more confused than people think, since younger Republicans may be more anti-establishment; but older Republicans are more conservative.” The Ministry of Defense is raising the upper age limit as plans to replace 20,000 regular soldiers with 30,000 reservists stand still.

But the Defense Department says it expects to meet its goal of 19,900 trained Army Reserve members by April.
The trained strength of the Future Reserve 2020 three-batch volunteer reserve force is 22,450, an increase of 400 since October last year, an increase of 1.8%.
Reserves Minister Julian Brazier said: “Reservists make a huge and growing contribution to our armed forces, from helping with the ongoing mission in Afghanistan, the fight against Ebola and closer to home, providing assistance to civilian authorities, such as flood relief earlier this year.
