There’s only one real way to compare military strength, and thankfully the world hasn’t had much opportunity lately.

Despite the potential powder kegs in the South China Sea, the standoff in Ukraine, and proxy wars throughout the Middle East, interstate warfare between the world’s military powers has all but disappeared from the global stage (at least for now).

For an easier assessment of military power, we turned to the Global Firepower Index, which ranks 106 countries based on more than 50 factors, including overall military budget, available manpower, the amount of equipment each country has in its respective arsenal, and access to natural resources.

The index focuses on quantity and ignores significant qualitative differences — North Korea’s 78 submarines, for example, aren’t the most advanced. Nor does it take into account the nuclear stockpile, which remains the ultimate trump card in geopolitics. And it doesn’t punish landlocked countries for lack of standing navies.

We created a chart to compare the top 35 militaries in the Global Firepower Index. Released in April (ahead of events such as Russia’s invasion of eastern Ukraine in August, ISIS’s blitzkrieg in Iraq and the conflict between Israel and Hamas), the rankings involve a complex set of data that are constantly being tweaked and corrected .

The United States clearly leads the world with military spending of more than $600 billion a year. China came in second with nearly $130 billion — less than a third of total U.S. spending.

According to a report by the Stockholm International Peace Research Institute (SIPRI), the U.S. defense budget fell by 7.8%, mainly due to the gradual withdrawal of the U.S. from overseas military operations such as Afghanistan and Iraq.

Aircraft carriers make a huge contribution to a country’s overall military strength. These gigantic vessels allow nations to project their power far beyond their borders and across the entire surface of the globe. They are essentially mobile naval and air bases. Aircraft carriers can also carry drones, which dramatically changes the global surveillance game.

The United States’ absolute monopoly on supercarriers has greatly enhanced the country’s forward combat capabilities. The United States has deployed an aircraft carrier to the Persian Gulf to bolster its air and sea forces ahead of a possible strike against Islamic State in Iraq. Russia has previously deployed an aircraft carrier to the Mediterranean to show its seriousness in supporting Assad in Syria.

An anomaly in the Global Firepower Index is that North Korea leads the world in submarines. While Pyongyang does have the largest submarine fleet on Earth, most of those submarines are out of service.

A third of North Korea’s subs are noisy diesel-powered Romeos that have been obsolete since 1961. The submarines’ weapons had a range of just four miles, compared with 150 miles on modern American submarines. According to the U.S. Department of Defense, the fleet is simple but still durable.

President Donald Trump has again emphasized military might, reportedly planning to call for $716 billion in defense spending in 2019 — a 7 percent increase over the 2018 budget (although spending is currently constrained by a budget cap).

The defense expenditure of the United States is the highest in the world, exceeding the sum of the budgets of the next few countries. However, the United States plans to increase the purchase of military hardware, which will only make the already booming arms industry worse.

More weapons were delivered globally between 2012 and 2016 than in any five-year period since 1990.

Below, you can see the world’s top 25 militaries, ranked by the Global Firepower Index, and the assets they can deploy to the field.

The ranking assesses the diversity of weapons each country possesses, with a particular focus on available manpower.

“Balance is key — strong land, sea, and air combat power backed by a resilient economy and defensible territories and efficient infrastructure — and these qualities are used to round out a given nation’s total combat power on paper quality,” the ranking states.

But some decisive aspects of these countries’ ability to muster military power are not directly related to their armed forces.

The top 10 countries each have a labor force of more than 30 million people. Three of the top five—the United States, China, and India—have more than 150 million available labor forces.

The following 15 countries vary in size of the workforce even more — from 123.7 million in Indonesia to 3.9 million in Israel — but they still average more than 37.2 million.

Industrial and workforce capabilities are complemented by strong logistical capabilities, including an extensive rail and road network, numerous major ports and airports, and a strong merchant fleet. Extensive coastlines and waterways also facilitate the movement of goods and people.

For the United States, those logistical capabilities have been tested by increased activity in Afghanistan and efforts to build influence in Europe.

In 2017, the U.S. Army’s 1st Armored Division Sustainment Brigade served as the logistics command in Afghanistan. During its six-month deployment, the force distributed more than 380 million gallons of fuel across Afghanistan — a landlocked country the size of Texas.

“[Transporting] fuel is not easy. You have to get it to the right place at the right time. You have to make sure it’s the right quality, you have to make sure you have storage at one end and distribution capacity at the other end,” Brigadier Commander Michael Colonel Lalore said in late February. “That’s what keeps me up at night.”

The US Military Sealift Command (MSC), which oversees the U.S. Navy’s fleet, largely composed of civilian crews, is adding ships to bolster its presence in Europe and Africa in response to insurgency and growing tensions with Russia ties — all of which have strained already strained supply lines in the United States.

In 2017, MSC shipped twice as many munitions, three times as many critical components and one-third as many cargoes across Europe and Africa as in 2016.

“I definitely don’t see (activity) going down any time soon,” Captain Eric Conzen, MSC Europe and Africa commander, told Stars and Stripes of his unit’s workload. “People want it to increase.” Military power is notoriously difficult to measure, but it is one of the most commonly measured and sought-after areas of state power. Before a military confrontation, nothing is more important than the military strength of the opponent. For many years, military or hard power was widely regarded as the main source of state power. However, toward the end of the Cold War, economic forces took over. Popular narratives about the “end of history,” combined with a decline in military confrontation, lead to the belief — or hope — that war will largely be a thing of the past. This was most clearly illustrated by the belief in the 1980s that U.S. leaders feared that Japan — a country with a pacifist constitution and unable to legally send troops — might overtake the U.S. due to its rapid economic growth.

But military power is back. Military confrontation, including between great powers, has re-entered the collective imagination of Western Europeans. Global military spending has risen steadily over the past two decades. And, last year, it reached nearly $2 trillion, according to the Stockholm International Peace Research Institute. The U.S. military alone accounts for 39 percent of that.
