Who Was Disappointed In The Military Reconstruction Act Of 1867
The South was divided into five military districts and governed by military governors until an acceptable national constitution could be drafted and approved by Congress. All men, regardless of race, but excluding Confederate leaders, were allowed to participate in the constitutional conventions that established new governments in each state. The new state constitution was required to grant suffrage (voting rights for all men) regardless of race. States were required to agree to the Fourteenth Amendment in order to be readmitted to the Union.

Johnson was the younger of two sons of Jacob and Mary McDonough Johnson. Jacob Johnson, who served as a keeper at the local inn, as a sexton in the Presbyterian church, and as a town constable, died when Andrew was three years old, leaving his family destitute. . His widow did the work of spinning and weaving in order to take care of her family and later remarried. She bound Andrew as an apprentice tailor at the age of 14. In 1826, at the age of 17, broke, she and her family moved to Greeneville. , Tennessee. Johnson opened his tailor shop, which had a simple sign that read “A. Johnson, tailor.” (When Johnson was president, he claimed he still knew how to sew a coat.) He hired a man to read to him while he worked with a needle and thread. From a book containing some of the world’s great languages he began to study history. Another subject he learned was the Constitution of the United States, which he was soon able to memorize for the most part. Harry Truman has said that Johnson knows the Constitution better than any other president, and many of his recent political battles have been based on the constitutionality of the proposed law. His copy of the Constitution was buried with him.
Johnson did not go to school and taught himself to read and spell. In 1827, now 18, he married 16-year-old Eliza McCardle (Eliza Johnson), whose father was a shoemaker. She taught her husband to read and write fluently and to do math. He also used to read to her while she was working. In the middle years he was caught by what was called “less use” (tuberculosis) and became a cripple. She rarely appeared in public during her husband’s presidency, a guest role often filled by their eldest child, Martha, wife of David T. Patterson, a U.S. senator. of Tennessee.
Johnson’s lack of schooling and his home values were a unique asset in building a political base of poor people who wanted a full voice in government. His poet’s shop became a kind of political discussion center with Johnson as the leader; he had become an accomplished orator at a time when public speaking and debate were a powerful political weapon. Before he was 21, he organized a labor party that first elected him mayor of Greeneville. During his eight years in the state legislature (1835-43), he found a natural home in Andrew Jackson’s Democratic Party and emerged as an advocate for mountaineers and small farmers against the interests of field groups.
