This might be the most challenging vehicle to steal from the military base in GTA 5, but there are a few ways to get the idea.
The direct approach means entering the base with Trevor and using his invincibility ability to dodge shots from the tank and soldiers.

You may get one or more Rhino tanks coming your way, but they tend to get stuck in the road. Keep shooting at them and they will eventually come to the road directly below you.
Here you can choose how you want to approach the tank. Usually the driver will get out of the tank and look for you. You can shoot him and the tank will be driverless. You can use Trevor’s special ability to protect yourself when you approach the tank and take control.
Stealing the fighter plane from the military base is a little more straightforward than stealing the rhinoceros in GTA 5. Unfortunately, there is only one effective way to get this fighter plane, and that is to drive right up to it and fly away.
