You are entitled to and entitled to a salary when you were last sworn in at MEPS. However, don’t expect anyone to pay you just yet. In a recurring theme, the US government is rushing to meet a deadline to pass a spending bill to fund the government. This includes, inter alia, military actions.

The US government has experienced several shutdowns in recent memory, the most recent of which was in 2018 and extended into early 2019.

How will the government shutdown affect the average American, and more importantly, what will it mean for our men and women in uniform?

These are great questions. The government shutdown affects a large portion of our population, including federal government employees and military personnel. But what about military retirees, Social Security recipients, and recipients of other government and military benefits like Tricare, VA benefits, and more? The answers to these questions will vary depending on the situation.

First, let’s start with some background information. The most common reason for a US government shutdown is failure to pass an appropriations bill (actually a budget). The next most common reason is that the government is running up against the debt ceiling with its borrowing capacity.

The US government must pass a spending bill each year. Bills of these appropriations can be equated to their budget. But the government must also pass an authorization bill to give the government the authority to spend the funds.

The military is funded through the National Defense Authorization Act, or NDAA. The 2023 NDAA was passed by Congress and signed by President Biden. In 2023, the law would allocate $816.7 billion to the Department of Defense and increase the pay of the department’s military and civilian employees by 4.6 percent.

The federal budget is extended for the fiscal year that begins on October 1 and ends on September 30 each year. Without passing a new spending bill, the government will essentially shut down. However, the government can pass something called a Continuing Resolution (CR), which allows the government to continue operating for a period of time.

Continuing decisions are not automatic and must be voted on and passed before they can be made. These CRs also come with an expiry date. They can last anywhere from a few days to a few months. Sometimes continuing resolutions are extended or new continuing resolutions are made to buy more time.

Every government shutdown is a little different. The Office of Management and Budget identifies the specific government agencies affected by the government shutdown.

In general, emergency and essential services are working. This typically includes the military, air traffic controllers, TSA, federal law enforcement officers, and federally funded health care workers.

However, it does not always include the entire workforce of the Department of Defense, including traditional members of the Guard or Reserve, dual status technicians, and others.

In some cases, Congress has passed emergency funding bills to keep certain government agencies operating while other parts of the government are temporarily shut down. Some years this emergency funding includes military pay and benefits, other years it does not.

We cannot say for sure how any shutdown will affect government or military operations because each situation is unique. But we can cite examples from recent years.

The latest government shutdown in 2018-2019 did not cause Department of Defense (DoD) members to miss pay. This means that all military members, military retirees, military annuitants (survivors’ pension recipients), and DoD-owned DoD civilian employees received their regular pay.

However, other members of the Single Services that are not part of the DoD are not funded in this government spending bill. This means members of the following organizations are without pay until the end of the government shutdown:

If the government shuts down completely, military members may not receive full pay and benefits such as BAH and BAS. However, other benefits such as health care are usually available.

If the DoD is fully funded before a shutdown or a partial government shutdown, your military compensation, including your base pay, or other benefits such as your BAS and BAH may not be affected.

However, this may apply differently to members of different organizations. Please contact your parent state organization for further clarification.

How about a vacation? In previous government shutdowns, military members were forced to cancel leave because technically the government does not allow government workers to take paid leave without a spending plan because of the way paid leave works from an accounting perspective.

As mentioned above, some essential and emergency government employees are exempt from the government shutdown. However, they can still have a significant impact on the number of federal workers. For example, during the 2018/2019 government shutdown, about 25 percent of federal employees, or about 800,000 people, went without pay.

To add insult to injury, nearly half of the 800,000 employees who did not receive pay still had to come to work. The remaining members are furloughed, meaning they still have their jobs, but they don’t have to report to work. And none of them got paid while on vacation.

If the funding bill doesn’t pass, most government employees will be furloughed and not have to work until the spending bill is passed. However, there are notable exceptions
