What Does J A G Stand For In The Military – The Judge Advocate General’s Corps, also known as the “JAG Corps” or “JAG”, is the statutory branch of the United States Navy. Today, the Corps consists of a worldwide organization of more than 730 officers serving as Judge Advocates, 30 Limited Officers (Law), 500 Enlisted Members (mostly in the Legalman rating), and nearly 275 civilian employees, all serving under the direction of the Judge Attorney Jeral of the Navy.

In 1775, the Continental Congress passed the Statute of Conduct governing the ships and m of the Continental Navy. However, soon after the end of the Revolutionary War, all of these ships were sold and the Continental Navy, including its Continental Marines, the forerunner of today’s United States Navy and Marine Corps, was disbanded. In July 1797, Congress, after authorizing the construction of six frigates, acted as a temporary measure as Regulations for the Regulation of the Navy. In 1800, Congress passed a more complex code, adopted directly from the British Naval Code of 1749. There was little or no need for lawyers to interpret these simple codes, nor was there any need for lawyers in the uncomplicated naval administration before the American civil war.

During the Civil War, however, Secretary of the Navy Gideon Wells assigned a young Assistant U.S. Attorney for the District of Columbia named Nathaniel Wilson to plead the government’s case in elaborate military courts. Without any statutory authority, Secretary Wells gave Wilson the title of “Attorney for the Department of the Navy,” making him the first in-house attorney for the United States Navy.

By the Act of March 2, 1865, Congress authorized “the President to appoint, by and with the Council and Const of the State, for service during the Rebellion, and for one year thereafter, an officer of the Navy Department, to be styled “Attorney.” and Naval Judge Advocate General.'” The United States Congress maintained the draft on an annual basis through amendments to the Navy Appropriations Acts. In 1870, Congress transferred the draft to the newly created Department of Justice with the title of Naval Attorney.

Colonel William Butler Remy, USMC, was the Navy’s first uniformed Chief Legal Officer in 1878. Colonel Remy was able to convince Congress that the Navy Department needed a permanent uniformed Judge Advocate General and that naval law was so unique that it would be more well appoint a line officer from the navy or marines. The bill to create the position of Judge Advocate General of the Navy was signed into law in 1880.

During World War I, the Naval Appropriations Act of 1918 elevated the positions of Chiefs of Navy Bureaus and Judge Advocate General to rear admiral. In July 1918, Captain George Ramsay Clarke was appointed the first Judge Advocate General, with the rank of Rear Admiral.

During the rapid expansion of the Navy during World War II, line officers who had been lawyers in civilian life were often pressed into service, often ad hoc, to serve as prosecutors and defense attorneys in military trials. Many of these lawyers remained in the Navy after the war ended as general officers of the line, but serving as de facto judge advocates. In 1947, the Navy established a “legal specialist” program to allow line officers on limited duty to perform legal services. By the Act of May 5, 1950, Congress required Judge Advocate Jerall to be a lawyer. The Act also required that every Judge Advocate General of each service be a member of the Bar with not less than eight years of legal duty as an officer. The law also acts as the first Uniform Code of Military Justice (UCMJ).

By 1967, the Navy had 20 years of experience with the Legal Specialist program. However, there was increasing pressure to create a separate corps of lawyers. That same year, Congress decided to create the Judge Advocate General’s Corps (JAGC) within the Department of the Navy. The act was signed by President Lyndon B. Johnson on December 8, 1967, and reassigned all naval lawyers as staff officers in the Navy, similar to doctors and chaplains. Prior to this change, all naval lawyers were line naval officers.

In 2005, Navy Judge Advocate General Jerall approved a pilot program that resulted in the merger of the Navy Probation Service and staff judge advocates into new commands known as Regional Legal Services Offices (RLSOs). On 1 October 2012, the Navy’s eight Legal Service Offices were disbanded and four Defense Service Offices (DSOs) were created. The legal assistance mission, formerly performed by the Naval Legal Service Offices, was transferred to the Regional Legal Service Offices. Defense Service Offices focus solely on defense services and personal protection advice for service members.

In addition, the JAG Corps has attorneys and paralegals aboard aircraft carriers, amphibious assault ships, and flagships, as well as in support of Seabee battalions and special operations commands.

The official insignia of the JAG Corps consists of two golden oak leaves curved to form a semi-circle, in the center of which is balanced a silver “mill skin” [sic]. In ancient France, the fer de moline, or millstone, was a symbol of equal justice for all under the law. The two balancing oak leaves are identical and signify the scales on which justice is weighed. Oak leaves decorate the hull and symbolize strength, especially the strength of early US Navy hulls that were lined with oak. In grinding grain, the millstone was used to keep the stone grinding wheels at an equal distance from each other to ensure consistency in the grinding process. It thus symbolizes that the wheels of justice must be ground extremely finely and extremely ev. In the 16th century, this symbol was adopted in the gland as a symbol of lawyers.

On 4 January 1972, Secretary of the Navy John H. Chaffee approved the recommendation to establish the Legalman rating. A memorandum from the chairman of the Rating Review Board announced the approval, stating in part that “the scope of the new rating will provide judge advocates with personnel trained in court reporting, claims, investigations, legal administration and legal research.
