The U.S. was seen positively among advanced economies for technology, entertainment, military, and universities, but negatively for its health care system, discrimination, and state of democracy.

A Pew Research Center survey found that America’s global reputation has fluctuated dramatically over the past 20 years, often improving or declining depending on who is in the White House and the foreign policies they pursue. At the same time, many other factors have shaped how people see America, including its cultural diversity, economic patterns, and divisive politics. A survey of 17 advanced economies highlights the complexity of America’s international image. People in other societies find much to like about America, but they also see many problems. Americans also see strengths and weaknesses in their own society.

How America’s Identity Politics Went From Inclusion To Division

This Pew Research Center analysis focuses on views of America, including views of the American political system and cultural exports. For this report, we conducted a nationally representative survey of 16,254 adults in 20 advanced economies between March 12 and May 26, 2021. All surveys were conducted by telephone with adults in Canada, Belgium, France, Germany, Greece, Italy, the Netherlands, Spain, Sweden, the United Kingdom, Australia, Japan, New Zealand, Singapore, Korea, and Taiwan.

In the United States, we surveyed 2,596 adults between February 1 and 7, 2021. All US survey participants were members of the Center’s American Trends Team (ATP), an online survey group, and a random sample of residential addresses. This way almost all adults have options. The survey is highly representative of American adults by gender, race, ethnicity, partisanship, education, and other categories.

The study was conducted in locations where a nationally representative telephone survey was possible. Due to the spread of the coronavirus, face-to-face communication is impossible in many parts of the world.

The most positive aspects of America’s image are tied to some of its most famous exports, and America has received considerable praise for its technology and popular culture. When asked to compare America’s technological innovation with that of other developed countries, respondents gave Silicon Valley a favorable rating. Among the 16 non-U.S. respondents, 72 percent said average U.S. technology was average or better than average. The U.S. is of course home to Hollywood, and most of those surveyed rate the U.S. highly for entertainment such as movies, music, and television. 71% believe the average American has excellent or better entertainment.

The U.S. military is also widely recognized, with an average of 45 percent of the 16 publications rating the U.S. military as above average and 26 percent as average. In addition, American universities are generally commendable (43% above average, 16% excellent).

However, opinions about the American standard of living vary. In most countries, majorities say the U.S. standard of living is average compared to other developed countries, although in Greece, Spain, Korea, and Taiwan, about half say it is average or excellent. In Sweden, the Netherlands and Australia, more than four in ten consider it below average or worst.

The U.S. health care system received poor reviews: 48 percent rated it below average, and 18 percent rated it as the worst in the developed world. Over the past two years, Pew Research Center polls have found that the public abroad has been widely critical of America’s handling of the COVID-19 pandemic and is more likely to believe the United States did a poor job of responding to the crisis. Attitudes toward these elements of America’s image varied among the public surveyed, with Greece, Taiwan, Korea, Spain, Italy, and Japan giving the United States the most positive ratings, while Germany, the Netherlands, Australia, New Zealand, and Sweden rated the United States the lowest.

The survey, which came less than a year after international protests erupted after the killing of Minneapolis police officer George Floyd, found widespread criticism of America’s current state of civil rights. Majorities say discrimination based on race or ethnicity is a serious problem in the United States, and in most countries, majorities say it is a very serious problem. While many say discrimination is a serious problem in their own country, they have consistently argued that discrimination in America is worse than in their own country.

Respondents who place themselves on the left of the ideological spectrum are more likely to say that discrimination is a very serious problem in the United States. For example, 81% of Canadians on the left view it as a very serious problem, compared to 66% of those in the center and 52% of Canadians on the political right.

As previously reported, America’s overall image has improved significantly since the election of President Joe Biden, but many have expressed doubts about the health of American democracy. Few believe that American democracy, at least in its current form, is a good model for other nations. Only 17 percent of respondents said that democracy in the United States is a good example for others to follow, and 57 percent said it was a good example in the past but not in recent years. Another 23% don’t believe it’s set a good example. Americans overwhelmingly believe that democracy is no longer a model: 72% believe that American democracy used to be a good example for others to follow, but no longer is. Democrats and independents who lean Democratic are twice as likely to lean Republican and Republicans are twice as likely as independents to lean in the U.S.

All Democracy Is Global

Americans are also critical of other aspects of their society. About four-quarters (42%) say discrimination based on race or ethnicity is a very serious problem, and 32% say it’s a somewhat serious problem. Blacks (93%) and Hispanics (82%) are significantly more likely than whites (68%) to describe discrimination as at least somewhat of a serious problem. Nearly twice as many Democrats (94%) as Republicans (49%) say racial and ethnic discrimination is a serious problem in America.

Although they are more positive about the U.S. health care system than foreign publics, about four-in-ten Americans say it is below average (32%) or worst (7%) compared to other developed countries. Americans actually rate U.S. universities lower than foreigners—only 47% of U.S. universities rate them as above average or excellent, compared to an average of 59% among non-U.S. respondents.Like the rest of the public surveyed, Americans mostly value their technological achievements, entertainment, and military service. Active. Republicans generally have a more positive view of these aspects of American society, although Democrats give more favorable reviews of the country’s movies, music, and television. Young Americans are less positive about the aspects of their community included in the survey. 18- to 29-year-olds are less likely than those 65 and older to say America’s standard of living, health care system, and military and technological achievements are average or excellent. In contrast, young people in many places outside the United States tend to view certain aspects of the American image in a positive light.

However, young people in the United States and abroad are especially fond of American pop culture. In every public area surveyed — including the U.S. — 18- to 29-year-olds rate their American pastimes as average or excellent compared to those 65 and older. For example, 84% of 18- to 29-year-olds in Taiwan support this view, compared to only 39% of those 65 and older.

These are among the key findings of the Pew Research Center survey of 18,850 adults in 17 advanced economies between February 1 and May 26, 2021. The survey also found that nearly 10 percent of the public surveyed said the U.S. government respects the personal liberties of its people.
