By comparison, Germany had spent about 186 million euros on Ukraine’s military defense as of early April, the latest available information, according to the Ministry of Economic Affairs. The Czech Republic has also reportedly signed an agreement to send dozens of Soviet-made T-72 tanks and BMP-1 infantry fighting vehicles. The United States announced last week that it would swiftly deliver 11 Russian-made Mi-17 helicopters, 200 M113 armored personnel carriers and 90155mm field howitzers, as well as 40,000 rounds of artillery shells — all of which will be heavy weapons.
According to the Treaty on Conventional Armed Forces in Europe, heavy weapons are all tanks and armored vehicles, and all guns 100mm and above. Fighter fighters and combat helicopters are also classified as heavy weapons.
Germany says it cannot provide more military aid to Ukraine because it would be unable to fulfill its national and NATO obligations.

“To ensure the operability of our military, we need weapons systems,” Deputy Inspector General Markus Laubenthal told public broadcaster ZDF on Wednesday. National and NATO commitments require Marder tanks, he said.
Marder is a combat system consisting of missiles, hand weapons and ammunition that requires extensive training. While the training time can be shortened, “it’s still a matter of weeks and you have to have the equipment ready,” Raubenthal said.

His comments came in response to comments made by Ukraine’s ambassador to Germany, Andriy Melnyk, one of the strongest critics of Berlin’s approach.
“The claim that the Bundeswehr cannot deliver anything to Ukraine is incomprehensible,” Melnik said recently. He said the force consisted of about 400 Marders. About 100 of them were used for training and could therefore be handed over to Ukraine immediately, he added.
Defense expert Masala said the government is using this as an excuse. “If the defense of NATO territory depends on, say, 20 German tanks, then we shouldn’t even try to defend NATO territory because it would be disastrous,” he said.
The government’s argument is that Ukrainian soldiers should only use weapons with which they are familiar. This includes the logistics of being able to make repairs with appropriate spare parts.

Masala thinks this is a legitimate concern. “If something goes wrong with the Marder, what about technical issues? You don’t have spare parts. You don’t have technicians who can fix it,” he said. “You need to make sure there is a logistics line into Ukraine, where they have spare parts, where they have trained technicians.”
The question is whether it would be more efficient to put the tanks in the hands of the Ukrainians now and worry about the logistics later. On this point, Masala agrees.
“Train them on the model, then send them to Ukraine. If they can use Marder for three weeks, it’s better than nothing. If Marder breaks down, well, bad luck,” he said. “At the same time, we can work on the logistics chain for the supply of spare parts. So, in my opinion, this is again an excuse not to send them, because not sending heavy armor to Ukraine is a political decision.”

“We are talking about experienced Ukrainian commanders who have been fighting since 2014. They don’t need to be told how to use them. Those who have been using a model of the Soviet BMP-1 can familiarize themselves with the Marder and operate it in a week ,” he told public broadcaster WDR on Thursday.
Scholz has said Berlin will allocate more than 1 billion euros to enable Ukraine to finance the purchase of military equipment from Germany. He cited examples of anti-tank weapons, anti-aircraft equipment and ammunition, but did not mention the tanks and aircraft that Ukraine has been demanding.
German defense companies initially offered to supply heavy weapons such as Marders, Boxer armored vehicles, Leopard 2 tanks and self-propelled howitzers, the report said. However, those items now appear to have been crossed off the list, according to the daily tabloid.
“There are some heavy weapons on the list, but definitely not tanks. So, tanks now seem to be the red line of the German government. Whether we can hold the red line, of course, depends a lot on the development of the German government. The next few weeks and months war,” Masala said.

Criticism of Germany’s sloppiness seems impressive. “We don’t have any taboos about armored vehicles and other weapons that Ukraine needs,” Foreign Minister Annalena Belbok told a news conference in Estonia on Thursday, referring to the possible supply of Marder vehicles.
The German solution appears to be a plan to backfill the stockpiles of allies with spare weapons with modern German-made equipment. With Germany’s stockpiles depleted, Eastern European NATO countries that still have Soviet-era weapons will reportedly “supply them, and this has happened in some cases,” said retired Bundeswehr Colonel Wolfgang Richter, He is a senior assistant at the Bundeswehr Institute for International and Security Affairs.
Defense Minister Christina Lambrecht confirmed the exchange plans with NATO and the EU on Thursday. “We’re talking about tanks, infantry fighting vehicles, it’s about the different options that countries can hand over. One option the government is examining is an exchange with Slovenia. NATO partners will send several Soviet-era T-72 main battle tanks to Ukraine; in compensation, Germany will supply Slovenia with Marders from its own supply.

Another creative solution is reportedly being arranged in the Netherlands. “The Netherlands will send the Type 2000 self-propelled howitzer, which is an extremely modern German weapon, and we will provide [the Ukrainians] with ammunition and training, possibly on German soil,” Masala said.
This approach relieves some of the stress and deflects criticism. However, as Masala points out, it won’t last long.
“Our Eastern European partners are running out of old Soviet weapons. Soviet tanks sent by Poland, Slovakia or Slovenia will be destroyed in this war,” he said. “Ukraine will also run out of these weapons. At some point, the question will come back: whether to train Ukrainians and provide modern Western weapons systems.”
Ukraine has requested more heavy weapons to help fend off Russian invaders. Officials are expecting Germany to come forward. But Berlin has held back help, arguing that sending such weapons would be logistically difficult and risk escalating the war. NATO members have pledged to send more munitions to support Ukraine’s war effort against Russian aggression.
