As the name suggests, this extension is up to the service member. If you are serving in a designated assignment, location, or unit, you may voluntarily extend your enlistment past your normal end date.
Why Lasik Is Beneficial For Military Service Members
If you do, you are entitled to a special assignment incentive pay (AIP) of up to $1,500 per month. The monthly salary, tickets, seats, specialties and restrictions vary by service.
Unlike the voluntary extension, this happens whether a service member likes it or not. Under a program called “stop-loss,” you can stay on active duty past your expected discharge date. This program has been around since 1984 and has been used a few times.
Although not currently in effect, the stop-loss can be activated at any time. It normally requires Congress to declare an act of war or national emergency. However, if Congress is not in session and the president decides it is in the national interest, he can declare a national emergency and keep any or all members on active duty for at least six months, or until Congress gets involved.
If you’re stop-lossed, current rules mandate Uncle Sam pay you an extra $500 each month for your trouble.

In most cases, not all service members will be lost. There are competency-based and unit-based stop-loss programs. That means you can be held involuntarily if you have a certain valuable skill, or “in the interest of unit cohesion.”
Most people know that reservists and National Guard members can be called to active duty and sent to war in some cases. What they may not know is that many service members remain in the reserves for years after leaving active duty.
The minimum length of service that anyone can join is eight years. If you read the fine print in your service contract, you will see that you serve on active duty for four years and Individual Ready Reserve (IRR) for another four years.
IRRs differ from Active or Selected Reserves in that they are not required to be drilled and are not paid. The IRR remains as an adjunct to the active forces in emergency situations.
What Are The Differences Between Military Service, Public Security Force Service And Self Defense Militia In
Rules vary, but generally speaking, all reservists can be recalled to active duty during a declared war or national emergency, plus an additional six months. This declaration of emergency or war must be issued by Congress. If Congress is not in session, the president can use his authority to immediately recall them.
Generally, the active reservist—those in the Guard and Reserve in drill status—are called first, then the IRR, then those who have left active duty in the past five years, then those under 60.
Absent a state of emergency, the president can recall up to 200,000 reservists for at least 400 days. When the nation is in a state of national emergency, the president can activate up to one million reservists on his order.
The United States has been in a state of national emergency since November 14, 1979, when Executive Order 12170 was issued by President Jimmy Carter 10 days after the Iran hostage crisis. That order was continued by President Donald Trump in November 2017.

When it comes to retaining and recalling retirees and officers, each service handles the situation in its own way.
For example, in the Navy, when an enlisted member retires after 20 years of active duty, they are transferred to the Fleet Reserve. They remain in the Fleet Reserve until they have a total of 30 years of service and are then transferred to the retired rolls. This means that if you are a Navy retiree who retired nine years ago, you can be recalled to active duty if there is a reserve recall.
Other services do not have that requirement. This means that if you retired as an enlisted or non-commissioned officer from a service other than the Navy, your time has been served and you will not be recalled.

Of course, everything is different for officers. When an officer retires, their assignment normally remains in effect and applies forever. In exchange for the privilege of having the legal right to be addressed by their rank and receive all of their retirement benefits, they essentially remain an “Officer of the United States” until death. They can resign from their mission, but few do.
This means that, if there is a recall, the officers can be reinstated without an act of Congress or presidential recall.
Federal agencies can also move civilian employees who have special skills to if there is a war or a declaration of emergency. Normally, this would be to backfill government support positions that have been moved to operational positions in theater.
