Can You Go Back Into The Military After Medical Discharge
As the name suggests, this extension depends on the service member. If you are serving in a specific assignment, location, or unit, you may voluntarily extend your enlistment past the normal end date.

If you do, you are eligible for Special Assignment Incentive Pay (AIP) of up to $1,500 per month. Monthly pay, packages, locations, specials and restrictions vary by service.
Unlike a voluntary extension, this happens whether a service member likes it or not. Under a program known as “stop-loss,” it can keep you on active duty past your expected discharge date. This program has been around since 1984 and has been used several times.
While not currently in effect, the stop-loss can be activated at any time. It usually requires Congress to declare an act of war or a national emergency. However, if Congress is not in session and the president decides it is in the national interest, he can declare a national emergency and keep any or all members on active duty for at least six months, or until Congress intervenes.
If you’re at a loss, the current rules require Uncle Sam to pay you an extra $500 each month for your trouble.

In most cases, not every service member will be stopped. There are skill and unit based stop loss programs. This means that you may be involuntarily retained if you have a particular valuable skill, or “in the interest of unit cohesion”.
Most people know that reservists and National Guard members can be called to active duty and sent to war in certain cases. What they may not know is that many members of the military remain in the reserves for several years after leaving active duty.
The minimum tenure anyone can join is eight years. If you read the fine print of your service contract, you may see that you serve on active duty for four years and the Individual Ready Reserve (IRR) for another four years.
IRR differs from active or selected reserves because they are not required to be drilled and are not paid. The IRR remains as an adjunct to active forces in emergency situations.

Rules vary, but generally speaking, any reservist can be called to active duty for the duration of a declared war or emergency, plus an additional six months. This emergency or war declaration must be issued by Congress. If Congress is not in session, the president can use his powers to impeach them immediately.
Generally, active duty reservists – those in the Guard and Reserve in drill status – are called up first, then the IRR, then those who have left active duty in the last five years, then those under 60.
Absent a state of emergency, the president can recall up to 200,000 reservists for at least 400 days. When there is a state of emergency in the country, the president can activate up to a million reservists by order.
The United States has been in a state of national emergency since November 14, 1979, when Executive Order 12170 was issued by President Jimmy Carter 10 days after the start of the Iran hostage crisis. That order was continued by President Donald Trump in November 2017.

When it comes to retaining and recalling pensioners and officers, each service handles the situation in its own way.
For example, in the Navy, when a service member retires after 20 years of active duty, he is transferred to the Fleet Reserve. They remain in the fleet reserve until a total of 30 years of service and are then transferred to the retired lists. This means that if you are a Navy retiree who retired nine years ago, you may be called to active duty if there is a reserve recall.
Other services do not have this provision. This means that if you retired as an enlisted or NCO from a service other than the Navy, your time has been served and you will not be recalled.

Of course, everything is different with officers. When an officer retires, his commission usually remains in effect and is valid forever. In exchange for the privilege of being legally entitled to be addressed by rank and to receive all of their pensions, they basically remain “officers of the United States” until death. They may resign from their commission, but few do.
This means that, if impeachment occurs, officers can be reinstated without an act of Congress or a presidential impeachment.
Federal agencies may also transfer civilian employees who have special skills in the event of a declaration of war or emergency. Normally, this would be to fill support positions in the country that have been transferred to operational positions in theater.
